Language proficiency assessment for individuals with a right of residence for the purpose of seeking permanent residence (Chancen-Aufenthaltsrecht).
A prerequisite for extending your stay beyond the right of residence for the purpose of seeking permanent residence is that you are able to communicate sufficiently in spoken German.
The standard for this is the Common European Framework of Reference for Languages (CEFR), which establishes a Europe-wide benchmark for assessing language proficiency levels.
You are required to provide proof of language proficiency at level A2 of the CEFR.
How do you provide proof of language proficiency?
Language proficiency at CEFR level A2 is considered fulfilled if you:
· have attended a German-language school for four years and were promoted to the next grade level,
· have a German school-leaving certificate (Hauptschule, Mittlerer Schulabschluss, Abitur),
· have been promoted to the tenth grade of a German-language school,
· have completed a German-language degree program at a university or university of applied sciences or have completed vocational training in Germany, or
· have been able to successfully conduct conversations with staff at the immigration office without the need for an interpreter.
For children and adolescents under the age of 16, no proof of German language proficiency is required. In these cases, submitting the most recent report card from a German school or proof of attendance at a daycare center (Kita) in Germany is sufficient.
Language proficiency can also be demonstrated through a suitable and reliable language proficiency certificate at CEFR level A2, for example:
· "Deutsch-Test für Zuwanderer" (German Test for Immigrants), proficiency level A2
· Certificates from the Goethe-Institut
· Certificate from the TestDaF-Institut
· Certificate from telc gGmbH
Do you have good German language skills but are unable to provide proof of them?
You can contact us, the State Association of Adult Education Centers of Saxony-Anhalt (Landesverband der Volkshochschulen Sachsen-Anhalt e.V.), for a language proficiency assessment .
Like the written test, the oral language proficiency assessment uses a scaled procedure and is conducted by qualified instructors.
Oral expression is evaluated during a placement interview with qualified instructors. The assessment consists of several questions and prompts covering proficiency levels from A1.1 to B1.2.
The participant responds according to their ability until they reach a level where they can no longer address the topics presented. From this level, the complexity of the responses, and the quality of the content and its delivery, clear conclusions can be drawn regarding their oral language proficiency.
Who is eligible to participate?
The language proficiency assessment is for individuals who hold a right of residence for the purpose of seeking opportunities (Chancen-Aufenthaltsrecht) but cannot provide proof of A2-level oral German skills through a previously completed test or formal schooling in Germany.
Registration is required to take the test. You can download the form below.
The form must be completed in full, signed, and sent along with a copy of your residence permit under Section 104c of the Residence Act (AufenthG) and a copy of your photo ID/passport
